No, they do not have an unlock for the new baseband that comes with the 4S 5.0.1 update, and the iPad baseband is not compatible with the 4S. Just 3GS and below. Also, if your 4S is a Sprint phone, then no, you cannot unlock for a GSM carrier. Search the internet and you will find out that Sprint has locked the SIM trays in all 4S iPhones and started doing so since last October 11th, I believe.
