The VM worked fine, but didn't look right in VMware, so I ended up using VirtualBox to create a new Windows XP VM. It's my understanding that VirtualBox is simply a very capable emulation layer on top of Windows XP's host operating system. I created the VM as a new virtual machine, using the same settings as when creating my Linux VMs, and it booted fine.
The VM should boot, but there will be a blank desktop and no menu to select the start or install options. If you look in the console window you can see that the VM is loading up the boot loader from the CD. The next step is to get the menu up. You can either select the menu option in the console or you can set the VM to boot to single user mode by selecting the menu option at the end of the boot loader. (I'm still trying to figure out how to get the boot menu up in the GUI.) In my case, I selected the option to boot to single user mode.
I decided to follow the instructions at https://www.vmware.com/support/ws52/doc/ws_virtualbox_start_guide_v1.1.pdf to set up the VM. I used the standard Windows XP installation CD. The VM defaults to a boot loader with a very small screen size, so the wizard would be complete if you kept the default settings. (I guess this could also be done with an encrypted partition on a USB drive.)
The next step was to install the bootable system. VMware has a number of ways to do this. My understanding is that the newer versions of the VM don't use any of these--I'm not sure why they're there, but they may be useful if you're trying to do something tricky. I went into the settings and selected the bootable USB option. I removed the two options that would start the Windows XP installation in safe mode. I then selected the CD option, pointed it to the CD with the bootable ISO, and selected OK.
